For effective plan implementation, training needs to be performed not only for members of the LEPC and county agencies that might participate in a response, training should also be performed for members of industry and the public at large. The following considerations should be made when instituting a yearly training schedule:
LEPC/Agency Training:
- OPERATIONS LEVEL training
- Community Emergency Coordinator training – specialized training in the elements and responsibilities of this plan for those members listed as emergency contacts/coordinators for the LEPC
- Auditing facilities for SARA-reporting compliance
- Annual SERC/LEPC conference
Industry Training:
- Proper completion of SARA 312 and 313 reports
- Proper development of facility plans (i.e. contingency, SPCC, SWPP, etc.)
- Protection-In-Place Procedures – for those facilities identified as most likely to carry out protection-in-place instead of evacuation (see Appendix C)
Public Training:
- LEPC Overview – function and position in community protection
- Protection-In-Place procedures
- Farm Chemical Safety
